Who is Winslow Holland Maxwell from Without Remorse and what is their importance?

Vice Admiral Winslow Holland Maxwell works at the Pentagon. He is in charge of operation Boxwood Green and is determined to rescue the POWs that remain in Vietnam. Maxwell is aboard the Ogden when the mission in Vietnam takes place. He also helps rescue Kelly and personally calls him to thank him when the prisoners are returned.
