Who is The Donut Man from Winterdance and what is their importance?

The Donut Man is someone Gary meets along the trail. When Gary first encounters the donut man seems pretty nice and suggests they all meet at a cabin for safety. When the others move on Donut Man becomes infuriated and beats one of his dogs to death. Gary later turns him in and officials strip him of his dogs.
