What prevented Churchill from having more authority to prepare Britain for war against Hitler's rising domination?

The Chamberlain government did not want to acknowledge or prepare for the fact that Hitler was gaining power and that Britain would be drawn into another war against Germany. Churchill received no support from the Chamberlain government, and he did not have more public support and authority because of his public support for the unpopular proposed marriage of King Edward VIII to twice-divorced American, Mrs. Wallis Simpson.
