Who is Bert Quinn from Welcome to the Monkey House and what is their importance?

Bert is a sour, bitter bachelor. He owns the local diner, and he had Jim thrust upon him by his sister. Quinn swindled Heinholz out of some money, but Heinholz does not seem to care. Quinn's personality switches between morose and arrogant. His only interest seems to be in making money. He does not know what to do with Jim and plans to rule him with an iron fist. When Jim destroys the chemistry lab, Quinn plans to throw him out. After seeing Heinholz's episode, though, Quinn has a surprising change of heart.
