The author uses the police force in the novel to represent the larger systemic racism that plagues America. The shooting of Justin Dwyer opens discussion across the country regarding the necessity of the police. Shaun, for his part, feels that police officer candidates should be subjected to more rigorous background checks. How to best combat racism is an idea that is explored throughout the novel, especially through the symbol of the police.
