Why does Conrad refuse to interfere in Belly and Jeremiah's relationship even though he is in love with Belly in the novel, We’ll Always Have Summer?

Conrad stays away from Belly and Jeremiah because he does not trust himself to not try and break up their relationship. This is the only way he can keep the promise he made to his mother... the promise that he would always take care of Jeremiah.
