Who is Captain Ivers from War Comes to Willy Freeman and what is their importance?

Captain Ivers in Betsy and Dan's owner. He also owned Jack but set him free to fight in the war. At the close of the war, he tries to reclaim Jack, as well as Willy, who he learns doesn't have the proper papers. His plan is thwarted when Mr. Goodrich takes him to court.
