Who is Captain from Wake and what is their importance?

The captain of the local police force is Cabel's boss. She is a woman and helps to smooth things over between Janie and Cabel. The captain also helps Janie to earn money and land a scholarship so that she can attend the University of Michigan. The captain is sort of a mother figure to Cabel, even though she is also his boss.
