It is a part of the Bill of Life decision that allows parents who have a baby to get rid of it without aborting it. They have to leave the baby in secret on someone's porch. If the people open the door and see the baby they are obligated to keep the baby (or restork it themselves). If no one comes to the door to get the baby, then the parents that storked the baby have to come back and get it.
