Why is Dr. Shultz upset in the opening of Chapter 11?

Dr. Shultz is upset because the school gymnasium hasn't been repaired and because the insurance company won't pat the claim. he is also fristrated by the fact that he cannot find the slip of paper with Donovan's name on it.
