The LAPD evidence department is a large, heavily protected compound that houses all physical evidence related to all past cases. Due to the department's apparently sophisticated systems in-place to ensure accuracy and integrity, it is assumed by all parties involved in the Preston Borders case that any evidence that emerges from the department is solidly true and trustworthy. However, Bosch's investigation reveals that this apparent bedrock of truth can and has been tampered with.
