Why are the crew of the bomber, Joy's Pride, court-martialed after they return to base in the novel, Timequake?

Joy's Pride is the name of the bomber that, in one of Kilgore Trout's stories, leaves an island to drop a third atomic bomb on Okinawa. The pilot and crew return to base without dropping the bomb, and are court-martialed for their failure to follow orders.
