How do G.G. and Gaustine believe they can manipulate the past through the clinic in the novel, Time Shelter?

In creating the clinic, G.G. and Gaustine initially believe that they can manipulate the past, containing it to a discrete set of rooms and floors. However, the past soon proves impossible to contain and control, and thus the parameters of the clinic dissolve and blur with the world beyond.
