What is contained in the crawlspace behind the city in the novel, Thunderhead?

There is a crawlspace behind the city that contains many bones. The bones on the bottom of the pile appear to be those of Anasazi slaves that were used to make corpse powder. The bones on top appear to be those of Aztec Indians who were the more dominate citizens of the city.
