Why does Citra take off her scythe robes when she meets with Rowan in the novel, Thunderhead (Arc of a Scythe)?

When Citra meets with Rowan, she takes off her scythe robes to be incognito, so that she does not have to maintain the proper appearances expected of a scythe.
