What is the reaction from the government when the tall convict turns himself in?

When the tall convict finally finds a deputy and is able to turn himself back into the police, there is a general sense of shock. As it turns out, the convict is no longer required to serve the duration of his sentence because he was declared legally dead. The governor is not satisfied with this ending, so he decides to add an additional ten years to the convict's sentence for attempted escape, even though the convict turned himself back into the police.
