Hobbes says that the commonwealth (government) makes certain that the liberty of its citizens is secured. By 'freedom' he means a person's ability to make their own decisions and carry out a person's own free will without someone interfering. The perfect government, according to Hobbes, enhances rather than restricts a person's freedoms.
