Why doesn't One-Eyed Jack turn the children in when he recognizes Emmy in the novel, This Tender Land?

Though he recognizes Emmy as the kidnapped girl from the papers, he does not turn the children in. Instead, he ensnares them at his farm and forces them to work in his dying orchards. He keeps Emmy inside the house to cook.
