Why does Rose think Jenny is cheating on Duncan, but Windy doesn't think Jenny is cheating.?

Rose thinks Jenny is cheating on Duncan because she saw Jenny with another guy at the Heritage Village. Rose says that she saw them hugging and touching. Windy doesn't think Jenny is cheating because the guy could have been Jenny's brother or just a really good friend.
