What is the importance of the Agency in the novel, This Is How You Lose the Time War?

The Agency is a hyper-technologically-advanced society that does not seem to even exist in a specific place or time. Each of the members can travel freely through time and hop between different avatars, inhabiting different bodies depending on what they need and what strand of time they are inhabiting. The beings there have evolved past many basic human needs like hunger. Red herself is much different from many of the other creatures and beings that are parts of the Agency. She is more philosophically attuned and seems to yearn for something greater than what the Agency can offer her. Indeed, many of the people there are typically intensely focused on war rather than love or connection.
