Why does Toni tear up the paper dolls given to her by her father in the novel, Thirteen Doorways, Wolves Behind Them All?

Gaspare gives Toni the paper dolls during his final visit before he and Ada move to Colorado. Toni tears them up when she realizes that Gaspare and Ada are taking six of their eight children with them to Colorado, but they are leaving Frankie and Toni in the orphanage.
