Who is Mrs. Paggett from Things Not Seen and what is their importance?

Mrs. Pagget is a truancy officer. She visits the Phillips' residence to investigate why Bobby has been absent from school for three weeks. Mrs. Pagget also calls in the Chicago police to conduct a search of the home with a search warrant to try to find out what has happened to Bobby.
