Why is it assumed Jeremiah is placed in the wrong history class?

It is assumed by Jeremiah that he was placed in the remedial history class because he is Black and had attended a public school in Brooklyn prior to attending Percy. This assumption could very well be correct, since no testing was done or conversation was had to determine where he should be placed. Ellie hopes he is wrong, as she does not want to believe the world is still that racist.
