Congreve says the play doesn't contain satire yet the play is full of satirical pictures of different behaviors by the characters. Why do you think he made this statement?

Possibly Congreve wanted the audience to be surprised and entertained by the satirical behavior of his characters. Also, he wanted the audience to tackle something new instead of rejecting his play before they saw it.
