Why does Mencken dislike the idea of "democracy" as noted in the collection, The Vintage Mencken?

Mencken has a distaste for democracy because it relies on men envying other men, and subsequent efforts to make the superior man equal to the lesser man. This is counter to Mencken's ideal meritocratic system.
