What is considered to be expanding in our universe, and why does Hawking think this is beneficial?

Matter is seen as expanding at an accelerating rate in our universe. Hawking believes this acceleration of matter is beneficial because energy is then converted into matter from gravitational fields. Hawking considers that maybe inflation is a law of nature.
