The Tower of Nero is described as a massive building in Manhattan that mirrors the wealth and power of the Triumvirate. There are various layers to the building. In the basement are vats of Greek Fire ready to pour out and destroy the city. Above that are the prisoner cells which are on the same floor as Nero’s fasces. Further above that is the living area where Nero’s foster-children are monitored on a 24/7 basis, even more so than the prisoners. Then, at the very top, is Nero’s throne room. The entire tower is fitted with poisonous gas that can kill everyone below the throne room. Nero is unable to use this or the vats after they are sabotaged by the troglodytes.
