For what purpose does Dor use the hourglass in the novel, The Time Keeper?

Dor uses the hourglass to control time, slowing it down and speeding it up. Dor also uses it to stop time in order to teach Sarah and Victor the lesson he has learned, that time is precious and not to be taken for granted.
