Why does Terrell order Horn's murder in the novel, The Thomas Berryman Number?

Horn garners Terrell's wrath when he tells him that he plans to run for the United States Senate. Terrell wants his own man in the senate, and as a result, he has a lawyer in his employ hire Berryman to kill Horn.
