What was strange about Judge Petro's ruling in 2009?

Judge Petro was supposed to rule as to whether Payne was a qualified ballistics expert. However, she wrote a bizare order. Rather than say whether she thought Payne was qualified ballistics expert, she only addressed what she thought Judge Garrett thought about Payne.
