Mikhail Gorbachev is a symbol of reform and hope to the progressive citizens in Russia. Gorbachev is first introduced in the book when he visited London to meet with Margaret Thatcher. Thanks to some help from Gordievsky, Gorbachev received a glowing review from Thatcher, and she claimed he would be a great representative for Russian politics in the future. At the end of the cold war, Gorbachev put 230,000 KGB troops under defense ministry control, and reform was brought upon Russia.
