Du Bois analyzes the historical precedents of Booker T. Washington's policies of submission and technical education, detailing the shortcomings and inevitable results of these policies and the injustice done to African Americans. When Washinton delivered his famous compromise speech in 1895, he advocated that black people accept low social status, forego political power, and pursue vocational education rather than higher education. Du Bois, on the other hand, advocated equal rights and higher education.
