Why does Dimmesdale not see through Chillingworth and understand his true (nefarious) agenda, according to the narrator in Chapter 10?

According to the narrator, because Dimmesdale is generally mistrustful of everyone at all times, he was unable to see and understand the true threat of Chillingworth. Dimmesdale is a good man who trusts mainly in God and not in other men.
