Significance of puppies?

In "We Work in Miraculous Cages," the puppies the narrator helps deliver symbolize love. Because the mother dog is dying, the narrator must shake the puppies in order to help them survive. The experience makes her realize that although the world does not have enough to give every human life, with the help of others, even the most helpless might survive.
