How does Penn explain to his interviewer that Johnson is not courting the black vote?

Penn explains to Caitlin that Shad Johnson isn't courting the black vote because he doesn't have to because the blacks will vote for Johnson no matter what. Therefore, Johnson is courting the white vote because those are the votes that will elect or defeat Johnson.
