Who is Novak from The Prague Orgy and what is their importance?

Novak is the Minister of Culture. He is also a successful Czechoslovakian writer. Novak accompanies Zuckerman to the airport, during which time, he tells him a sentimental father story. He believes his father is a Czech hero because he honors the regime and that the Czech writers Zuckerman meets are artistic outcasts in society.
