Who is Blecha from The Prague Orgy and what is their importance?

Blecha has been Bolotka's friend since they were children. He spies on Bolotka but fails to keep well written and accurate reports. Bolotka then begins to write his reports for him and teaches Blecha how to write. Blecha is now a National Artist writer.
