Who is Chief of Police from The Power and the Glory and what is their importance?

The Chief of Police, sometimes called the jefe, is the lieutenant's boss. He however does not have a serious commitment to finding the priest. He is more interested in drinking. He takes orders from the Governor and giver permission to the lieutenant to do whatever he needs to do to find the Priest. At one point the Chief unknowingly meets the priest and drinks with him. The priest watches the man finish the bottle of wine he has bought for mass with the last of his money.
