Waddington thinks Walter is a unique combination of brains and character, and he respects him immensely. He tells Kitty about how tirelessly Walter is working to doctor the sick, clean up the city, and purify the drinking water. He thinks Walter is very brave to risk his life for the service he provides, but he isn't quite sure about Walter's motives for coming to Mei-tan-fu.
