Who is Jarrod Tucker from The Other Side of Dark and what is their importance?

Jarrod Tucker is a few years older than Stacy and her friends. At Tony's party, he spikes Stacy's drink with alcohol and takes her outside to see his new car. Stacy recognizes Jarrod as her mother's killer, but he runs off. Before the party, Jarrod was the whispery voice that called and threatened Stacy, and after he is arrested and Stacy identifies him in a lineup at the police station, he threatens her again with his friend, causing Stacy to suspect Jeff may be Jarrod's friend. Jarrod fakes a seizure during his hearing and is taken to the Ben Taub Emergency Room where he shoots a bailiff and steals his gun, escaping to break into Stacy's house. When Stacy hides in her dilapidated tree house, Jarrod threatens her with his friend, brandishing the gun, but Stacy pushes the tree house on top of Jarrod and holds him at gunpoint until the police arrive. Jarrod is a local drug dealer and a spoiled rotten brat who often brags about how he always gets his own way.
