Who is Joe Bechstein from The Mysteries of Pittsburgh and what is their importance?

Joe Bechstein is Art's father. He has tried to spare Art the life of a gangster by providing him with a excellent education. He wants the best for his son, and although he is a gangster, he is described as a kind-hearted man. Unfortunately, Joe is also disappointed in his son, something that makes Art cry whenever they meet.
