Why doesn't Homer choose to stay with Mr. Brewster when given the opportunity in the novel, The Mostly True Adventures of Homer P. Figg?

Homer would love to stay with Mr. Brewster, but he cannot stay in good conscience when it would mean abandoning his brother.
