Why does Mikel want to bomb the shrine at Lourdes in the novel, The Miracle?

The promise of a miracle at Lourdes has created a truce between Spanish authorities and Basque rebels; Hurtado is determined to sting his fellow Basques back into resistance with a terrorist act.... planting a bomb at the shrine.
