What was Henry Thomas Buckle's view on "vice" as noted in the book, The Metaphysical Club: A Story of Ideas in America?

Buckle believed that vice was a societal problem, not an individual problem, and he later went on to show that marriage rates were associated with wage rates... that the higher the wages the more marriages took place.
