Why does the host at the Garter Inn make Gardolph a bartender in the play, The Merry Wives of Windsor?

Falstaff doesn't have enough money to pay for the needs of his followers as a knight should do, so the host of the Garter Inn takes Bardolph on as his tapster, or bartender.
