What is the importance of the city of Cueta in the novel, The Map of Salt and Stars?

Ceuta represents the end of a journey. For Rawiya, it is a return to her old life with new expectations. She fulfills her goal to provide for her mother and creates a new life for herself with Khaldun. For al-Idrisi, Ceuta is a life he left behind filled with memories of the family he has lost. For Nour, Ceuta is safety and prosperity. It is the first time since her home is destroyed that she feels at home. Ceuta is a safe haven for everyone who enters it, and is implied to be as place where more refugees like Nour and her family can find a place to prosper.
