Who is Mr. Yatabe, a.k.a. General Tedeki from The Man in the High Castle and what is their importance?

Mr. Yatabe is an elderly Japanese man who is coming to the PSA in order to attend a meeting with Mr. Baynes and Tagomi. Mr. Yatabe is actually a general and a high official in Japan. Yatabe is the true reason for Baynes' visit to the PSA. Baynes wants to tell Yatabe about the planned bombing of Japan because he knows that Yatabe can do something to stop this operation.
