In Germany's plans for an atomic bomb, it needs heavy water. The only source for its heavy water is a plant in Norway. The plant is effectively shut down by bombing. The remaining heavy water is being transported to Germany via a ferry. Norwegian saboteurs sink the ferry, thus ending Germany's race to build the atomic bomb.
