Why do Betsy and Eduardo argue after arriving at the hostel in the story, Beyond the Cake?

Before entering the hostel, Betsy approaches a gang of teenage boys on the street, asking them to turn their music down. They laugh at her, and Eduardo begs her “not to cause trouble”, so she storms inside the hostel. Betsy then accuses Eduardo of not sticking up for her, and Eduardo tells her that “[she] doesn’t understand… things are much better now—safer—but people are still used to solving their problems differently”. The two fight, and Betsy sleeps in the bathroom.
