Who is Harkness from The Long Walk and what is their importance?

Harkness, a young boy, gathers information on each of the walkers with the intent of writing a book about the Long Walk. He stops along the way to take care of a cramp in his foot and loses a shoe. He is one of the first to drop out of the walk.
